PacifiCorp: EDAM’s First Mover

MCG worked diligently for months on PacifiCorp’s entry into EDAM and in establishing them as the first participating Scheduling Coordinator. “The MCG team played a pivotal part in a successful EDAM go live May 1, 2026,” said PacifiCorp’s implementation lead, Managing Director of Western Market Policy & Analytics Kerstin Rock.  

“In addition to extensive system and process updates across impacted departments within PacifiCorp, EDAM also holistically changed how the PacifiCorp as the EDAM entity engages with and supports its transmission customers who had chosen to become scheduling coordinators as well as those who did not. Specifically, PacifiCorp partnered with MCG to enhance and test our existing MCG software systems but also developed several new tools and interfaces to support our customers. The scope was extensive and go-live depended on steady support and quick issue identification by PacifiCorp and resolution from MCG to keep things moving.”

SCE’s Entry Into DAME

MCG customer Southern California Edison (SCE) also benefits from the day-ahead market enhancements (DAME) and actively supports and participates in the EDAM framework through its role in the California Independent System Operator (CAISO) market. “The MCG team was extremely supportive” said Isaac Tseng, SCE’s Senior Advisor, Trading and Market Operations. “The communication and updates were constant, and I truly appreciate their willingness to jump into working sessions when needed to resolve urgent issues. The Evolution of Western Power Markets in 2026

2026 has been a transformative year for energy in the West. Southwest Power Pool’s (SPP) RTO Expansion went live on April 1, followed quickly by CAISO’s launch of EDAM and DAME on May 1. From the outset, EDAM has proven solid and stable, with early prices falling within expected ranges as the market begins to optimize regional resource diversity.

Who Else is Joining the Extended Day-Ahead Market (EDAM)?

Momentum toward EDAM continues to build, and CAISO is still pursuing a deliberate, phased rollout. CAISO’s implementation updates confirm that Portland General Electric remains on track for Fall 2026 activation, with structured market simulations underway and parallel operations progressing as planned. LADWP, BANC, PNM, and Turlock Irrigation District have formally committed to EDAM participation with activations targeted for 2027. Other Western entities that are increasingly aligned with EDAM include NV Energy, EWEB, Calpine, PG&E, Idaho Power, and SRP, though these entities have not yet been assigned onboarding dates.

EDAM extends the coordinated operations of the Western Energy Imbalance Market (WEIM) from real time into the day-ahead horizon. It is not a full regional transmission organization (RTO); participating entities keep authority over resource planning, procurement, and transmission assets. EDAM adds regional optimization through shared scheduling and economic dispatch across balancing authorities with the goal of improving reliability, lowering costs, and better leveraging the diverse generation mix across the Western Interconnection.

If EDAM determines who participates in the day-ahead market, DAME reshapes how that market operates. CAISO’s Day-Ahead Market Enhancements introduce new products, notably Imbalance Reserves and Reliability Capacity, to better manage forecast uncertainty and renewable variability.

Unlike EDAM, DAME applies to all CAISO market participants, regardless of whether they join EDAM.
